This paper presents NEOULMINI ("New Ultra-Minimal Language") — a minimalist universal language designed for communication between any intelligent beings, including hypothetical extraterrestrial civilizations and future generations of humans. The language is based on 12 iconic symbols that combine principles of semiotics, cognitive psychology, and physical constants. NEOULMINI adapts to the intellectual level of the recipient, allowing the transmission of information to both primitive and highly advanced beings, including artificial intelligence. The paper briefly discusses the grammatical rules, examples of messages, and potential areas of application.
