Considers legislation to revise administrative procedures of the Federal Home Loan Bank Board; authorize the transfer of Federal Savings and Loan Insurance Corp. stock subscribed by the Home Owners Loan Corp. to the Treasury Dept; authorize the Federal Savings and Loan Insurance Corp. to borrow funds from the Treasury Dept in certain circumstances; authorize the Federal Savings and Loan Insurance Corp. to reduce premium charges to insured savings and loan associations; authorize the conversion of Federal savings and loan associations to state charter.
